Minors travelling solo

We had a father pop in yesterday to enquire about occasional accommodation for him and/or his son. His son is 15 and on the books of the local professional football club.

Apparently most of the time he would be accompanying his son, but occasionally the son would be staying solo.

What's the score with this, legally?
